Egypt’s entrepreneurial sector has seen steady growth in recent years but few developments match the scale and impact of the Micro, Small and Medium Enterprise Development Agency’s MSMEDA recent announcement. With LE 57.5 billion disbursed across more than a decade MSMEDA is positioning itself as a central driver of job creation, regional development and formalization in the small business economy
Between July 2014 and May 2025 MSMEDA’s funding reached micro, small and medium enterprises across the country supporting the creation of over 3.4 million jobs. The increase in investment reflects the agency’s expanded role under the directives of President Abdel Fattah El Sisi whose vision for inclusive growth has emphasized the importance of small business development as a national priority
Nearly half of the disbursed funding, 47 percent, was allocated to Upper Egypt where infrastructure challenges and access barriers often limit business growth. This targeted approach is part of MSMEDA’s broader strategy to ensure regional equity and empower entrepreneurs in areas that have long been underserved
But funding is just one part of the story. MSMEDA has also built a full support ecosystem to help entrepreneurs navigate every stage of their business journey. This includes access to entrepreneurship training, simplified licensing services, legal guidance and technical assistance. One of the agency’s most important contributions has been its work to formalize the informal sector giving previously unregistered businesses a pathway into the regulated economy
Market access has also been a major focus. Since 2014 MSMEDA has organized more than 1440 exhibitions across Egypt creating direct platforms for small businesses to reach customers and grow their visibility. One of these events alone generated over LE 2.1 billion in sales. These exhibitions give entrepreneurs exposure they would otherwise struggle to achieve especially in a competitive retail and digital market
Looking ahead MSMEDA is introducing policy reforms to further ease the path for small business owners. A key milestone is the rollout of Law No 6 which simplifies tax reporting for enterprises with annual turnover of up to LE 20 million. The law introduces a tiered turnover tax structure beginning as low as 0.4 percent and includes waivers for stamp duties
This tax reform is expected to encourage more businesses to join the formal economy by reducing the administrative burden and providing financial clarity. For entrepreneurs who have hesitated to register due to complicated procedures or fear of penalties this law creates a more predictable and supportive environment
MSMEDA has also placed strong emphasis on reaching entrepreneurs wherever they are. Through a growing network of regional offices, mobile units and digital platforms, the agency is expanding access to its services far beyond Cairo. Entrepreneurs in rural areas now have greater opportunities to receive business advice, apply for funding and connect with other founders and market opportunities
CEO Bassel Rahmy highlighted the agency’s commitment to delivering support that matches real-world needs. Rather than offering isolated services MSMEDA works to create a full infrastructure around the entrepreneur, combining financial tools with training technical help and legal integration. This approach helps ensure that funded businesses are not only launched but are built to last
